Accade spesso che l’introduzione di una innovazione nel mondo dei trasporti non sia accompagnata dall’adeguamento delle sue caratteristiche all’aumento delle sue utilizzazioni, e ciò causa congestione. Mentre il progressivo adeguamento delle caratteristiche darebbe luogo ad una evoluzione nel tempo della proporzione di utilizzazioni che segue la curva ad S tipica delle innovazioni, il mancato adeguamento causa l’interruzione di questa evoluzione, dando luogo ad un’altra evoluzione, la quale si distacca dalla prima quando il livello di congestione diviene intollerabile dagli utilizzatori e raggiunge, dopo un periodo di transizione, uno stato di equilibrio individuato da una serie di oscillazioni intorno ad un valore medio alquanto inferiore al valore asintotico della curva ad S.

It often happens that the introduction of an innovation in the transport world is not accompanied by the adjustment of its characteristics to the increase in its utilizations, and that causes congestion. While the progressive adjustment of the characteristics would give rise to an evolution over time that follows the S curve typical of innovations, the failure to adjust causes the interruption of this evolution giving rise to another evolution, which departs from the first when the congestion level becomes unacceptable by users, and reaches, after a period of transition, an equilibrium state represented by a series of periodic oscillations around an average value somewhat less than the asymptotic value of the S curve.
